- ➤ Washougal Songcraft Festival launched a pilot music education program at Washougal High School to supplement choir and Music Production classes with sessions led by regional musicians; sessions held from April 8th through April 25th covered songwriting, recording techniques, & composition, and two more sessions are scheduled this spring. - ➤ Washington state lawmakers approved a bill that will raise the littering fine from $50 to $125 for small trash loads—people caught on highways may face up to $218 in fines if cities add extra penalties. The bill must still be signed by Gov. Bob Ferguson to take effect on July 27, and it comes in response to a study showing that local littering exceeds the national average. The Oregonian
